Understanding the metrics

CalRecycle publishes four disposal figures per jurisdiction per year. Before comparing any jurisdictions, it's worth understanding what each one actually measures — and why CalRecycle itself warns against comparing them directly.

01 · Population target vs. annual

What this measures
Target is a ceiling, not a goal to hit — it's calibrated to that specific jurisdiction's own historical baseline, roughly equivalent to that jurisdiction achieving 50% diversion from where it started. Annual is what was actually disposed that year, per resident. Annual below Target = overperforming (diverting more than the baseline requires). Annual above Target = underperforming.
CalRecycle's own caveat
These Annual/Target figures are jurisdiction-specific and not intended to be compared across cities. Each target reflects that jurisdiction's own baseline mix of residents, tourists, and commuters — a small tourist-heavy city and a large residential city can have very different targets without one having a "worse" waste system. 02 · What does "Population Annual" actually measure?

To check, we calculated tons per capita independently — raw disposal tonnage divided by population — using no CalRecycle baseline adjustments at all.

Methodology
Calculated as: (Staff Reviewed Tons × 2,000 lbs/ton) ÷ (Population × 365 days) — tons from the CalRecycle Diversion/Disposal Progress Report, population from the CA Dept of Finance E-4 estimates. Independently calculated, not pulled pre-computed from either source.

The two lines sit almost on top of each other. That's the point: Population Annual is, for practical purposes, tons of landfill-bound waste per resident per day — a real, physical quantity, just one that doesn't separate out non-resident waste generation (tourism, commuting workers, commercial activity). 03 · Employment target vs. annual

What this measures
Same total disposal tonnage as above, but divided by jobs located in the jurisdiction instead of residents. Employment Annual = pounds of trash ÷ number of jobs in that jurisdiction. It exists to capture the share of the waste stream driven by commercial activity, tourism, and commuters — people who generate waste there without being counted in the resident population.

Same read as the population chart: below target = overperforming on a per-job basis, above = underperforming. Still jurisdiction-specific, still not directly comparable across cities.


04 · Why do population and employment targets differ so much by jurisdiction?

Because the two targets use different denominators for the same tonnage, the gap between them is really a proxy for how commercial/job-dense a jurisdiction is relative to its resident population — sorted here by employment target, highest first.

Coronado and Del Mar sit at the extremes for opposite reasons. Coronado's employment target (43.9) is more than 3.5× its population target (12.0) — a small resident base against a large military/hotel/tourism job base. Del Mar's two targets are close together (20.3 vs. 24.6) because its small population is matched by an almost-equal-sized local commercial footprint. Wherever the two bars diverge sharply, expect the resident-only Annual figure to be the more misleading one for that jurisdiction.

Small multiples, trend shape

All 19 jurisdictions at once, one metric at a time. Each mini-chart auto-scales to its own range — built to compare trend shape (rising, falling, spiking) across jurisdictions, not absolute magnitude. For magnitude comparisons, use the "Tons per capita, absolute scale" tab instead.

Reading this correctly
This is the view where Del Mar's outlier status is actually visible: on a shared scale it sits at 12–20 lbs/person/day against a county-wide band of roughly 3–8 for almost everyone else. As covered in "Understanding the metrics," that's not necessarily worse waste management — it's what happens when a fairgrounds-and-racetrack commercial economy gets divided by a resident population of under 4,000. Coronado's line is volatile for the same reason (tourism/convention swings), not because its underlying waste programs are unstable year to year.

Click a legend row to isolate a jurisdiction. Remember: this metric moves almost identically to Population Annual PPD — it inherits the same resident-only-denominator caveat, it's just calculated independently rather than pulled from CalRecycle directly.

Percent of target achieved, all 19 jurisdictions

Annual disposal rate as a percentage of each jurisdiction's own target — the more fairly comparable cross-jurisdiction view, because it normalizes each jurisdiction against its own baseline instead of comparing absolute rates with different baselines.

This still isn't a perfect fix
Normalizing removes the absolute-scale distortion (a small tourist city's high target no longer makes it look artificially bad), but the same tourism/commuter/commercial confound can leak back in if a jurisdiction's economic mix shifted materially since its target's base year. Coronado's population-basis line swinging from 74% to 102% and back within a few years reflects tourism/convention cycles, not a real change in waste management performance. Check the "Understanding the metrics" tab's bar chart before treating any single jurisdiction's percent-of-target as a clean performance signal.

Percent of target: heatmap & improvement ranking

Same percent-of-target data as the trend tab, laid out for two different questions: where does each jurisdiction stand right now (heatmap), and which jurisdictions are actually trending toward or away from their target over time (ranking below)?

Same confound caveat applies
Percent-of-target normalizes for each jurisdiction's own fixed baseline, but a row that looks like it's "getting worse" could reflect real underperformance, or a shift in that jurisdiction's tourism/commercial mix since its target was set — the two look identical in this view. Cross-check against the population-vs-employment target comparison in "Understanding the metrics" before drawing conclusions.

Improvement ranking, 2018–2024

Rather than just comparing 2018 to 2024 (sensitive to a single noisy year), this fits a trend line through all seven years per jurisdiction and ranks by that slope — percentage points of target per year. Negative = trending toward overperformance. Positive = trending toward underperformance.
